Winter Weather Preparedness Week is Nov. 27 – Dec. 1
(Cleveland) –White County, along with the Georgia Emergency Management and Homeland Security Agency’s (GEMA/HS) Ready Georgia campaign, is encouraging citizens to take time to prepare for possible inclement weather emergencies this winter.
“Winter Weather Preparedness Week is a great time for White County residents and businesses to prepare for all potential winter hazards,” said David Murphy, Public Safety Director. “Since winter weather can be unpredictable, we’re hopeful these plans and education on potentially dangerous storms encourage residents to prepare for severe winter weather.”
Winter Weather Preparedness Week, from Nov. 27 – Dec. 1, was created to raise awareness of winter weather hazards and reinforce understanding of winter weather terminology. Throughout the week, White County and Ready Georgia encourages all Georgians to prepare for severe weather and restock necessary supplies.
Each day concentrates on different aspects of severe winter weather and provides critical information for preparedness. The focus for each day is as follows:
Monday, Nov. 27: Winter Weather in Georgia — learn about winter weather hazards that can impact the state of Georgia
Tuesday, Nov. 28: Winter Weather Terminology — learn about winter weather alerts (watches, warnings and advisories) and what they mean
Wednesday, Nov. 29: Winter Weather Preparedness Tips — learn how to best prepare for winter weather events, and put together a Ready kit while making a plan before winter weather strikes
Thursday, Nov. 30: Winter Weather Driving Tips/Safety — learn best practices for driving (if necessary) in winter weather conditions and how to pack a mobile Ready kit
Friday, Dec. 1: Winter Weather Outlook for 2017-18 season
In addition to following the preparedness tips provided each day during Winter Weather Preparedness Week, citizens are encouraged to prepare themselves, as well as their families and pets, for inclement weather during the winter months by adhering to these tips:
- Prepare a Ready kit of emergency supplies for your home. Include at least a three-day supply of nonperishable food and water, a flashlight with extra batteries, a NOAA Weather Radio, adequate clothing and blankets to keep you warm, as well as additional supplies for the unique needs of your family, such as medication or pet Ready kits.
- Keep an extra Ready kit in the trunk of your car. In addition to the basic essentials listed above, consider adding a portable cell phone charger, ice scraper, extra blanket, sand for traction and jumper cables.
- Create an emergency communications plan so family members will know who to contact if separated during a storm. Designate at least one out-of-town contact. Determine a way to let family and friends know you’re OK if the power goes out. Create a customized plan for your family using the Ready Georgia website or mobile app.
- Make sure you have a way to stay informed about winter weather. Purchase a NOAA Weather Radio or other battery-operated radio to monitor changing winter weather conditions.
- Winterize your vehicle and keep your gas tank at least half full to prevent your fuel line from freezing.
- Winterize your home by placing weather stripping around doors and windows. During cold weather, allow faucets to drip and open cabinet doors to let heat reach uninsulated pipes under sinks and appliances near exterior walls.
- Identify an alternate heat source, like a fireplace or wood-burning stove, and stock sufficient heating fuel or dry, seasoned wood. You may become isolated in your home and regular fuel sources may be cut off.

Some Outdoor Watering Prohibited as Drought Response Reaches Level 2

CLEVELAND, Ga. — As the extreme drought continues in most of north Georgia, the soil moisture has declined, streams are flowing at or below record levels and officials see no relief in sight, the Environmental Protection Division has labeled the drought response at level 2 in 52 counties, including White.
What does that mean for White County residents?
First, outdoor landscape watering is only allowed two days a week determined by odd and even-numbered addresses. Even-numbered addresses and properties without numbered addresses may water on Wednesday and Saturday between 4 p.m. and 10 a.m. Odd-numbered addresses may water Thursday and Sunday between 4 p.m. and 10 a.m.
Prohibited outdoor water uses include:
Washing hard surfaces such as streets and sidewalks;
Water for ornamental purposes, such as fountains;
The use of fire hydrants, except for firefighting and public safety;
Non-commercial washing of vehicles;
Non-commercial pressure washing;
Fundraising car washes.
Probation Provider Operating Without a Contract

CLEVELAND, Ga. – Sentinel Offender Services, the misdemeanor probation company that has been sued more than 25 times and accused of threatening and intimidating at least three White County women, is operating without a valid White County contract.
An open records request to County Manager Michael Melton produced only a contract that was dated 2005 and signed by then County Commission Chairman Chris Nonnemaker and Judge Joy Parks. The contract has an automatic renewal clause, but state law requires that the contract be re-authorized each year.
“As far as I’m concerned that contract isn’t worth the paper it’s written on,” Commission Chairman Travis Turner said during a phone interview. White County does not administer a contract with Sentinel. That would have to be Judge (Murphy) Miller, (Joy) Parks or (Garrison) Baker.”
However, even if a judge does have a contract with Sentinel, state law requires that it be signed by a representative of county government and Turner said he has had no contact with Sentinel during his eight years on the Board.
County Attorney Bill House said the county could stop doing business with Sentinel immediately since, to his knowledge, there is no valid contract, but proper protocol would be to notify Chief Superior Court Judge Murphy C. Miller first. “The problem would be to locating another probation provider to take over all those cases” he said.
Turner said he has heard no complaints about Sentinel. That could be because many low-income people charged with misdemeanor traffic offenses have no idea who to complain to.
Sarah Geraghty, an attorney for Southern Center for Human Rights which has filed a federal class-action lawsuit on behalf of hundreds of plaintiffs, said she has heard many complaints from White County residents about Sentinel.
People like Rita Luse, a 62-year-old grandmother who says probation officer Stacy McDowell Black demanded that she take a drug test that was not ordered by the judge and threatened her with jail if she refused. Luse said she once informed Black that she did not have the money to make her monthly payment to Sentinel but would receive a paycheck in a couple of days. Black, she said, told her to get the money within a few hours or she would be arrested.
“I’m certain the commissioners don’t want something like this happening to the citizens,” House said.
Then it’s time for White County to cut its ties with Sentinel.
