ATLANTA – District 10 State Representative Victor Anderson (R-Cornelia), who represents portions of Rabun, White and Habersham counties, received a prestigious award for his legislative service Wednesday.
ACCG Deputy Legislative Director Todd Edwards presented the award during this week’s Rabun County Board of Commissioners.
“I am humbled and honored to represent the people of House District 10 in the Georgia General Assembly and work closely with ACCG to ensure that smart, efficient and effective legislation is considered,” said Rep. Anderson. “ACCG is a valuable resource and advocate for county government and their constituents. It is a pleasure to work alongside ACCG to pass legislation that protects Georgians and provides the tools and resources needed by Georgia’s county commissioners and staff.”
The ACCG Legislative Service Awards program honors state House and Senate members for their work during each legislative session. Rep. Anderson, a former Habersham County commissioner, chaired the 2021 House Study Committee on Annexation and sponsored House Bill 1461 during the 2022 legislative session, legislation supported by ACCG.
Through HB 1461, Rep. Anderson seeks to make improvements to the state’s annexation arbitration law and recognize that all impacted citizens should have their voices heard in annexation disputes. He is a member of the House Governmental Affairs Committee and has assisted ACCG with many bills impacting county government, home rule and county taxpayers.
The Association County Commissioners of Georgia (ACCG) is Georgia’s county association and works on behalf of county officials and their communities by providing public policy and legislative advocacy, leadership development, civic and community engagement initiatives, insurance and retirement programs that specialize in local government needs and other cost-saving programs. Formed in 1914 when county officials came together to help fund the state’s first highway department, ACCG today serves as a catalyst for advancing Georgia’s counties. ATLANTA – State Representative Victor Anderson (R-Cornelia) was recently recognized by The Association County Commissioners of Georgia (ACCG) with a 2021 ACCG Legislative Service Award during a recent Habersham County Board of Commissioners meeting. The ACCG Legislative Service Awards program honors state House and Senate members for their work during the legislative session.
“I am honored to be recognized by ACCG for my legislative work during my first session under the Gold Dome,” said Rep. Anderson. “I was proud to sponsor House Bill 134 and House Resolution 222 this session to support critical cybersecurity plans at the local level and further examine the process of annexation and cityhood movements. As a former county commissioner, I understand the importance of partnering with organizations like ACCG, and I look forward to continuing to work to ensure that our cities and counties have the resources they need to grow and thrive.”
ACCG recognized Rep. Anderson for his work on House Bill 134 and House Resolution 222 during his first legislative session this year. HB 134, sponsored by Rep. Anderson, authorizes county and city governments to conduct meetings related to cybersecurity issues in executive session and exempts any document or plan relating to cybersecurity devices, programs or systems from open records to further safeguard counties from cyber-criminal activity. Additionally, Rep. Anderson sponsored House Resolution 222, which created the House Study Committee on Annexation and Cityhood. Rep. Anderson was recently appointed by Speaker David Ralston (R-Blue Ridge) as the chairman of this study committee.
“ACCG is, yet again, pleased to honor our state legislators through the Association’s Legislative Service Awards program,” said Executive Director Dave Wills. “The significance of collaboration between state and local government continues to be underscored with issues like public health, public safety, and elections in the forefront. This award program offers our appreciation to our state elected leaders for their work to advance Georgia’s counties.”

State Rep.-elect Victor Anderson addresses County Commissioners
News December 1, 2020
WHITE COUNTY, Ga. – District 10 State Representative-elect Victor Anderson made an unscheduled appearance at Monday’s Board of Commissioners meeting Monday to discuss some of the issues the state legislature will address during the 2021 General Assembly.
Anderson, is the former Chairman of the Habersham County Board of Commissioners and owner of a carpet and flooring store. He replaces State Rep. Terry Rogers, who chose not to seek reelection. Anderson defeated Democrat Nick Mitchell in the November General Election.
Anderson said he hopes to serve on the Governmental Affairs Committee next year. “Counties are considered an extension of state government but a lot of times we, as counties, get edicts instead of participation. That’s something I hope to carry to the state capitol and work on as well as some other fields I’m very interested in.”
Anderson cited the budget, election laws and continuing the state’s economic recovery as the top three priorities for lawmakers in 2021.
“In addition to the state budget, which is always a priority now we have two other major priorities which is a little different from previous sessions,” he said. “One is dealing with the election laws. Right now we have to clear that up before the next round of elections in two years. The second thing is dealing with the continuing economic recovery in the state from all the shutdowns and the impact of the COVID virus as affected.”
Commission Chairman Travis Turner said the Board looks forward to working with Anderson but is hopeful that following the Census and reapportionment White County would have fewer state representatives.
Currently, the county is represented by Rogers (R-Habersham), Matt Gurtler (R-Rabun) and Lee Hawkins (R-Hall). Because the county is split into three districts, White County residents often feel their interests are often ignored.
“I’ll be very open,” he said. “In conversations we have had, we would like to be narrowed down to two representatives. I say that very respectfully. For the representation of us as a community, we feel like we have been somewhat disenfranchised, especially in a growing community as we are.”
The state is expected to realign state districts late next year, following the completion of the Census.
