WHITE COUNTY, Ga. – Mr. Clay Pilgrim of Rushton and Company will present the Fiscal Year 2020 to 2021 financial audit report when the White County Board of Commissioners meet Monday at 4:30 p.m. in the County Administration Building in Cleveland.

The Board will present a proclamation to honor White County retired educators. They will also present a proclamation to the White County Chamber of Commerce to declare Nov. 18-25 as Farm City Week in White County.

Commissioners will consider awarding competing bids for two certificates of deposit.

BOC will name vice-chairman at first meeting of the New Year

WHITE COUNTY, Ga. — The Board of Commissioners will assemble for the first time in the New Year Monday (Jan. 4) when a combined work session and regular meeting is scheduled at 4 p.m. in the County Administration Building.

Commissioners will hear a request by Michelle Gunnin for a conditional use permit on .918 acres at 228 Spring Crest Road in Cleveland. The present use is R-1 Residential Single Family. Proposed use is to be placed in the short-term rental program.

The Board will also consider designation of a vice-chairman for the 2021 calendar year as well as a contract with Municode for county website design services and ratification of the 2021 holiday schedule for county staff.

Finance Director Jodi Ligon will present the monthly financial status report.

BOC meeting scheduled Monday

WHITE COUNTY, Ga. – The White County Board of Commissioners will meet in a combined work session and regular meeting Monday (June 29) at 4:30 p.m. in the County Administration Building, Helen Hwy. in Cleveland.

Patrick Brennan, executive direct of of Sautee Nacoochee Community Association will present information on the organization and the Explore Helen Nacoochee brochure/telephone application.

Commissioners will consider the notice of proposed annexation from the City of Cleveland of a 1.08 acre tract owned by Jeffery Shawn Nix and Darcy O. Nix at 1706 Hwy. 129 South.

The Board will also consider approval of the fiscal year 2021 contract with the White County Board of Heath.

Finance Director Jodi Ligon will present the monthly financial status report.

County offices will be closed Friday July 3 in observance of Independence Day. The Board of commissioners is not scheduled to meet again until the July 27 work session at 4:30 p.m.

BOC will hold public hearing on budget Monday

WHITE COUNTY, Ga. – The White County Board of Commissioners will hold a public hearing and called meeting Monday (June 15) at 4:30 p.m.

Finance Director Jodi Ligon will present the proposed fiscal year 2020-2021 budget which call a balanced overall budget of $24,744,021 and a general fund budget of $19,778,496. There are no increases in the 2020 departmental budgets with the exception of an increase in employee insurance premiums of $733,495. The increase in premiums will not be passed along to employees.

The public will then be given an opportunity to speak in favor of or in opposition to the proposal before commissioners conduct the final vote.

Commissioners will also consider the following:

  • A surplus resolution for the Sheriff’s Office;
  • A land use application filed by Samuel and Louise Hersey to request a conditional use permit on one acre located at 433 Laurel Ridge Road in Cleveland to be placed in the short-term rental program;
  • Mid-year board appointments to the White County Chamber of Commerce Board of Directors;
  • White County DFACS Board;
  • White County CVB Board of Directors; Department of Behavioral Health and Developmental Disabilities.

The Board will also consider approval and/or the renewal of the following contracts:

  • Rushton & Company, LLC letter of engagement fot the fiscal year 2019-2020 financial audit;
  • Chattahoochee Group for landscaping at Freedom Park;
  • Unlimited Lawn Care for treatment of all athletic fields at Asbestos Road Parks and Recreation Complex, Yonah Preserve Ballfield Complex and Tesnatee Sports Complex;
  • Avita Community Partners (Mental Health) General Fund;
  • County Health Department General Fund;
  • Enotah Court Appointed Special Advocates – General Fund;
  • Family Connections – General Fund; Sautee Nacoochee Community Association
  • Hotel/Motel Tax Fund;
  • White County Board of Library Trustees – General Fund; White County Development Authority; White County Historical Society Hotel/Motel Tax Fund.

Commissioners present proposed budget of $24,744,021

WHITE COUNTY, Ga. – The White County Board of Commissioners held the first public hearing on the fiscal year 2021 budget Monday. A second public hearing is set for Monday, June 15 at 4:30 p.m. Commissioners can approve the budget at that time.

The proposal calls for an overall budget of $24,744,021 and a general fund budget of $19,778,496. There were no increases in the 2020 departmental budgets with the exception of an increase in employee insurance premiums of $733,495. The increase in premiums will not be passed along to employees. Commission Chairman Travis Turner said the increase will be absorbed by the county.

The separate fund totals, which includes $1,043,227 in debt service and $1,098,800 in the E911 fund, totals $4,965,525.

The proposed commissioners’ budget, which includes the Local Option Sales Tax revenue, will be $5,089,362. The Sheriff’s budget is $3,603,938 and the fire department budget is $1,482,098.

Finance Director Jodi Ligon announced that the jail debt service will be paid off on Jan. 1.

BOC kicks off New Year with busy agenda Monday

CLEVELAND, Ga. – The White County Board of Commissioners will kick off  the New Year with a hectic schedule when they meet in a combined work session and regular meeting Monday (Jan. 6) at 4:30 p.m. in the County Administration Building.

Leading off the agenda will be consideration of the purchase of elections equipment for the 2020 election cycle and approval of the Help America Vote Act (HAVA) grant application.

Commissioners will also consider renewal of the statewide mutual aid agreement and adoption of a resolution setting the qualifying fees for county offices to be filed in the upcoming 2020 primary election.

Also to be determined are a number of land use applications, including:

Mark Carriger’s request for a conditional use permit on 3.68 acres at 520 Adair Mill Road in Cleveland to be used as a wedding chapel/event facility from its present use of R-1 single-family residential;

Benjamin Goodman’s request for a conditional use permit for 4.61 acres at 177 Rabun Road in Sautee Nacoochee to be placed into the  short-term rental program from R-1 single-family residential;

Sam Kondamudi’s request for a conditional use permit for1.01 acres at 635 Yonah Mountain Road in Cleveland  to be placed into the  short-term rental program from R-1 single-family residential;

Bryan Lee’s request to redistrict 6.38 acres located at 28 Lothridge Road in Cleveland from C-1 Community Commercial District to C-2 Highway Business District.

Commissioners will also consider a proposal for architectural engineering services with Brewster & Crocker Associates for the Yonah Preserve Football Field concession stand and press box project.

Commissioners approve 10.75 millage rate for FY 2019

CLEVELAND, Ga. – Following a third public hearing Monday, the White County Board of Commissioners unanimously approved the 2019 rollback millage rate at 10.75 mils.

The proposed rate is the same as last year, however, keeping the millage rate at the same level represents a tax increase of .204 mils. Without the tax increase, the rate would have been no more than 10.546 mils.

The proposed tax increase for a home with a fair market value of $160,000.00 is approximately $12.65 and the proposed tax increase for non-homestead property with a fair market value of $130,000.00 is approximately $10.61.

Kevin Hamby reported that revenue from the special purpose local option sales tax (SPLOST) has exceeded all expectations. The voter-approved referendum was projected to raise $19,000,000.The revised and actual estimated revenue has been adjusted to $24,351,668.

The local option sales tax (LOST) has also outperformed expectations. The 2019 projection was $2,502,538. To date, the county has received $2,774,370. Tourism has also produced another success story. Anticipated revenue for 2019 was $805,675 while actual collections total $977,811.

Will Wagner presented a brief report on the Historic Preservation Committee, saying the committee has met monthly for about six months. “We’ve been looking at camp meetings and have had several reports on those,” Wagner said. “We have also gathered some information from the White County Historical Society. They have been very helpful.”

Commissioners approved a low bid of $81,608.34 by Precision Paving to deep patch and overlay Truelove Road and deep patching of Post Road and Old Hwy. 75 South. Commissioner Craig Bryant recused himself due to a conflict of interest.

The Board unanimously approved giving Public Works Director Dave Cangemi $5,000 to place a hold on the purchase of a 60-foot used bucket truck and to hold a called meeting to approve the purchase price if a suitable one can be found.

Commissioners unanimously approved Commission Chairman Travis Turner to serve as White County’s voting delegate for the 2019 ACCG Legislative Leadership Conference.

General fund revenue for the month of June was $711,107 while expenditures were $1,773,734. Year-to-date revenue is $17,573,474 and expenditures are $18,122,189.

The Board projected collecting $133,200 in alcohol taxes and fees and thus far has collected $126,671. The FY 2019 budget anticipated collection of $1,020,000 in the title ad valorem tax. Collections so far are $1,013,689. Collection of the hotel/motel tax have surpassed expectations. The projection was $805,675. So far, the county has collected $977,811.

Second public hearing on 2019 budget set Monday

CLEVELAND, Ga. – The White County Board of Commissioners will hold a second public hearing and consider adoption of the proposed Fiscal Year 2019 budget Monday (June 18) at 4:30 p.m.

The general fund budget is proposed at $18,925,734 combined with a separate fund balance of $4,737,665 for a total budget of $23,663,399, which represents an increase of 11.8 percent in the 2018 budget.

County Manager Michael Melton said during the first public hearing last week the $2 million increase in this year’s budget is the result of adding positions in the fire department, roads and bridges and parks and recreation and a $2 an hour pay raise for employees other than public safety, which received their pay raise earlier this year.

The county has a reserve fund of approximately $4 million and commissioners are considering using about $1.2 million from that fund to balance the budget which would leave about 2.6 months of operational funds to cover an emergency.

Commissioners will also consider approval of a design change presented by Carter & Sloope for the Yonah Preserve football field area, a cost estimate provided by Charles Black Construction for finishing one football field at Yonah Preserve and a lighting service agreement with Georgia Power for Yonah Preserve.

Other issues to be addressed by the Board include the approval of the renewal contract with the Chattahoochee Group for landscaping at Freedom Park and revisions to the current special purpose local option sales tax (SPLOST) road project timeline.

CLEVELAND, Ga.  White County Commissioners will hold a public hearing on the fiscal year 2019-20 budget when the Board meets in a called session at 4:30 p.m. Monday (June17) in the county administration building.

Following the public hearing, commissioners will consider adopting a resolution to approve the budget.

Commissioners will also consider several land use applications, including 1.66 acres at 4680 Hwy. 115 East in Cleveland from C-1 Community Commercial District to C-2 Highway Business District.

James Pender has filed an application for 28.67 acres at 5050 Hwy. 129 North in Cleveland to be redistricted from C-1 Community Commercial District to A-1 Agriculture Forestry District.

The Board will also consider James and Sydney Vandiver’s request to redistrict 2.23 acres on Asbestos Road from C-1 Community Commercial District to R-3 Residential District (Seasonal).

Other agenda items commissioners will consider at Monday’s meeting include:

Approval of the 2019-20 Legacy Link contract for operation of the senior center;

Awarding a bid for road improvement projects on Asa Seay Road, F-M Road, Shepherd Drive, Fire Station No. 6 parking and driveway area and the Yonah Preserve Trailhead Road and parking area;

Approval of the 2019-20 ACCG-IRMA inter-local risk management agency proposal for liability insurance coverage;

Awarding a contract for landscape services for Freedom Park to Chattahoochee Group;

Awarding a contract for propane supply for county facilities;

Consider appointments to the White County Department of Family and Children’s Services, the Department of Behavioral Health and Developmental Disabilities Board and the Georgia Mountains Regional Commission Council.

Commissioners schedule called meeting Jan. 2

CLEVELAND, Ga. – The White County Board of Commissioners will hold a called meeting Tuesday, Jan. 2, at 4:30 p.m. in the Mauney Building, 1235 Helen Highway, to consider rezoning a parcel of land on Highway 254 and accepting appointments to the county’s building authority and development authority.

Tim Motes has asked to rezone 5.51 acres at 3778 Highway 254 from R1 Single Family District to C2 Highway Business District. He is also asking for a conditional-use permit to hold special events.

Commissioners will also discuss a three-year appointment to the White County Building Authority as well as an appointment to fill the remainder of an unexpired term through June 3, 2018, on the White County Development Authority.

Because 2018 is an election year, commissioners will also consider setting qualifying fees for candidates for county offices.

Special Purpose Local Option Sales Tax (SPLOST) Manager Kevin Hamby will present the monthly SPLOST report, and interim Finance Director Jodi Ligon will present the monthly financial status report.
