Helen City Commission Approves First Reading of Emergency Succession Plan

HELEN CITY COMMISSIONHELEN, Ga. — The Helen City Commission approved the first reading of an amendment to the personnel, policies and procedures ordinance that would trigger an “Emergency Succession Plan” in case of death, disability or unexpected departure of the City Manager.
The plan calls for the City Manager to name an “acting city manager to serve in his or her stead in the event of a Temporary Unplanned Absence.” The Commission would then be notified that the Emergency Succession Plan has been implemented.
In case of a temporary, unplanned long-term absence, the Commission will consider hiring additional temporary staff to assist in the work load management and efficient operation of the City if the absense is expected to exceed three months. The City Manager and City Commission will decide when the City Manager should return to work and the Emergency Succession Plan will end on that date.
In case of a permanent change in the City Manager, the City Commission will begin advertisemment for the employment of a new City Manager as soon as practical.The Commission is expected to hold a second reading of the amendment at the April meeting.
The Commission also approved the construction of a file room at City Hall. City Manager Jerry Elkins estimated the cost to be under $10,000.
Lee Landress was unanimously appointed as a new member to serve on the Planning and Design Review Board and Charlie Knowles was re-appointed to serve on the Board for two years.
Chris Holloway’s request for an alcohol license for his Catch 22 Gastropub at 8160 South Main Street was unanimously approved.
Darlene Broadway of Betty’s Country Store requested a change to the alcohol license ordinance to permit her to sell beer and wine by the glass for on-premises consumption. The Commission discussed the request and the City Attorney said he would work on a draft amendment to the ordinance for commissioners to consider.
